Project Launch – A Rwandan National Strategy on Climate Change and Low Carbon Development

The President of Rwanda Paul Kagame has, on behalf of the Government, requested the Smith School of Enterprise and the Environment to conduct an in-depth analysis for a national strategy to develop low carbon economic growth over the coming decades and to manage adaptation against the impacts of climate change.  The country, which manages to achieve a 7-8% GDP growth rate per annum, has put in place plans that would enable it to become a middle-income nation by 2020, the so-called ‘2020 Vision’.  The School is being asked to provide policy advice which recognises the overriding importance of maintaining rapid economic growth and poverty reduction while also incorporating (i) a robust approach to anticipated climate impacts, (ii) a decoupling of the economy from dependence on oil and fertiliser imports, and (iii) optimises income from the Kyoto/ Copenhagen Accord process to create an income stream to least developed countries for putting into action plans which reduce dependence on fossil fuel usage and manage adaptation.

The project was launched in the capital Kigali, at the invitation of Prime Minister Bernard Makuza, on Thursday 25th November in the Prime Minister’s office at a Ministerial meeting attended by nine key Cabinet Ministers.  This meeting involved a 1 hour presentation by the Smith School team on their rationale and process, and anticipated outcomes, and was followed by a further 1 hour discussion between Cabinet Ministers and the team.  This meeting was followed on 26th November by a meeting with the Rwandan-based stakeholders with direct interests in climate mitigation and adaptation.  This fruitful 3 hour meeting, attended by 80 stakeholders, initiated the coordination of the work across the stakeholder community.

Each member of the Smith School team, which is directed by Professor Sir David King and managed by Dr Chukwumerije Okereke, will be placed in a different ministerial office to ensure full interaction with Ministers for the duration of the project.  Dr Okereke himself has an office in the Office of the President.  Five Research Associates from the Smith School cover the following topics:

Transport, cities and the built environment (Dr Christian Carey)
Economics commerce and industry (Byamukama Bernis)
