Profile
José Luis is a DPhil candidate at the Oxford Smith School of Enterprise and the Environment and a Visiting Scholar at the Sustainable and Green Finance Institute, National University of Singapore.
His research examines the credibility and effectiveness of corporate climate transition planning, performance metrics, and financial pricing. His work explores how robust transition plans translate into measurable emissions reductions, how financial professionals assess transition finance metrics, and how sustainability-linked bonds can better integrate climate risk into pricing.
He has a strong background in climate-related economic research and policy, with experience in leading academic institutions and think tanks focused on climate action. As a research economist for the World Bank, he analysed investment opportunities aimed at phasing out fossil fuel-intensive activities in Southeast Asia. His career includes key roles such as Director of Energy Transition Planning for the Mexican government and management consultant roles in consulting firms, where he led ESG due diligence for renewable energy investments across Latin America and the United States.
José Luis has served as a technical adviser to standards-setting bodies such as the Global Reporting Initiative (GRI) and the UK Transition Plan Taskforce, as well as to market reports commissioned by the UK Government, including the Transition Finance Market Review. He holds an MA in Economics from University College London.
